a. APHIS interstate movement notification/permit
Introduction (importation, interstate movement, or environmental release) of transgenic materials (seeds, plantlets and callus) are regulated by USDA Animal and Plant Health Inspection Service (APHIS). This site will give you guidelines on whether you need to apply for a Notification of a Permit for your transgenic materials.

Detailed guidance for Permits can be found on this APHIS site: http://www.aphis.usda.gov/biotechnology/permits.shtml. Typically, if your transgenic materials produce pharmaceutical or industrial compounds, you are required to apply for Permit.
Because it can take as long as 120 days to obtain your Permits, you need to start the application as soon as you submit your construct for transformation*. You need to submit a Permit application via ePermits on APHIS website.
*Transgenic rice plantlets selected on hygromycin can be ready to ship within 10-12 weeks after infection. APHIS permit/notification should be applied for prior to submitting the constructs.

Once you submit your constructs for transformation, it is time to consider starting the APHIS application process, especially this is your first application. You need to submit a notification via ePermits on APHIS website.
