- Apply through USDA eAuthentication system
The U.S. Department of Agriculture's (USDA) Animal and Plant Health Inspection Service (APHIS) is participating in a Departmentwide eAuthentication initiative. USDA eAuthentication is a system used by USDA agencies to enable individuals to obtain accounts that allow access to certain USDA Web applications and services through the Internet.
Currently, USDA offers Accounts with Level 1 Access and Accounts with Level 2 Access. To find out what Level of Access you need, and to create an account, please go to http://www.eauth.egov.usda.gov/eauthCreateAccount.html.

Note: Processing of notifications will be delayed for people who do not choose to use eAuthentication system, because APHIS will have to manually enter your application into the ePermit system before processing begins.
